If you spray electrical contact cleaner down around the hazard button and operate the signals and hazards a few times, they will usually work.

To clarify, when you pull the turn signal lever towards you, the high beam lights will come on only as long as you hold the lever up. This is the flash to pass feature. You should check if the front markers (next to the turns) work as well, if these don't either, chances are that the harness to the front bumper is disconnected or damaged. This is behind the bumper fascia on the driver's side. One plug supplies all of the lower lighting.
Options. Assuming you have already replaced the bulbs, there is a switch that the brake pedal touches when depressed that activates the lights.
